Why is she not paying off the big fat mega billion dollar debt with the money? It's like selling your house with a mortgage and then instead of paying off the mortage you take a trip to Vegas and blow all the cash. Then for the next 30 year make payments...

Just pay off the f'ing debt!

C'mon, you know how these things go. They practically give them away and any money is earmarked for projects that will give them the most votes in the next election.
