Bought a used OC-2 clone -- the tracking and overall sound are pretty much what I was expecting (glitchy, but both octaves sound great)

It does one thing that I'm not sure about -- there are some fizzy/fuzzy transients sitting on top of the wet and dry signals that I can't dial out. If I put all three knobs at 0 I can still hear what sounds like a very quiet very fuzzy version of what I'm playing.

For those who have a real OC-2s in their possession -- is that a feature of the circuit, or is the clone that I bought malfunctioning?

It's made by Guptech, which I generally like (I have a few of their pedals), but I bought it used on Reverb so who knows.

Sounds like "ghost notes". It usually occurs in the amp.
You could confirm by trying your setup through another amp.
Typically, ghost noting is caused by a dirty power supply, usually inadequate supply filtering.
Google "ghost notes" to learn more.

Tried with two amps, same issue with the pedal. Powering with strymon Zuma. No issues with any of my other pedals. Could it be a power issue inside the pedal?
