Is the Boss RV-3 the only single unit reverb + delay? I know the flexibility is reduced but ideally I would like to have a single unit for both. If there are other pedals like this out there, I will get 2-3 and return the ones I do not like. Thanks!

The EHX Stereo Memory Man w/Hazarai had a reverb + delay mode. It was weird to get to, but it was in there. You couldn't use just the reverb though and it didn't have any fine tuning aside from wet/dry mix. Come to think of it, it might have only been applied to the repeats.
You could go with a rack unit like the G-Major (http://www.tcelectronic.com/G-Major.asp), G-Force (http://www.tcelectronic.com/G-Force.asp), or G-Sharp (http://www.tcelectronic.com/G-Force.asp).
Or go all-in-wonder like a Nova System (http://www.tcelectronic.com/NovaSystem) or a Boss GT(6|8).

Yes, the EHX Stereo Memory Man could be an option but it requires an individual wall-wart, so it is not that appealing. I would like to stay away from bigger multi-effects units, but I might end up testing 1-2 as well.
EDIT: I was wrong... the EHX Stereo Memory Man w/Hazarai is actualy a 9-volt box.

I've been thinking about the digi verb from digitech... seems like it could do something close to that for about 100$.

The Digiverb is awesome. I sold a certain very nice boutique reverb recently and went back to it. Couldn't be happier. I swear it is the best bang for the buck in the reverb world. I'm not sure you get hard repeats like a delay out of it, but you do get cool sounds. If you look hard enough you could likely get a used digiverb and a digidelay for the price of the RV-5 though, right?
The Holiest Grail does this. There's a really good demo on it on youtube:
